Gaming Authorities make up their own rules. In Atlantic City, retired chips (casino closed or chips replaced with a new rack) have to be destroyed. Other locations may not have any regulations on retired chips, so you may see the entire rack for sale after the casino closes. Puerto Rico and early Nevada did not have destruction rules. Now Nevada casinos are required to destroy retired chips.
