Sorry but I mis-counted the number of chips in the set. Two pages of 20 (not 25) plus an extra 2 chips.

They fit together in sets of three layers. A salesman can snap different colors one over the other in a chip mockup so the customer can get an idea of how they will look.

There's really no "puzzle" involved, but the set looks like there might be.
