If 60 days have not passed, file a fraud report with ebay at http://crs.ebay.com/aw-cgi/ebayisapi.dll?crsstartpage

If the amount is under $25 there is no insurance claim, but by filing the fraud report Ebay may take action against him.

I believe that it was this report which lead to my suddenly recieving $6 worth of chips months after a seller started ignoring me.

The website says they forward reports on the appropriate local law enforcement agencies and I suspect that after a bunch of complaints came rolling in a little pressure was applied.
