I would make 2 suggestions to shipping this method.
1) instead of 2 index cards use only one and a thin piece of cardboard. It must be sturdy and not very thick.
2) I tape all the way around the envelope. This prevents the envelope from ripping and doesn't add any thickness to the envelope.

This way you can save the package rate the post offices charges for a bubble envelope.
