No EU regs on treaties. I think they even predate the EU as is. The 'duty free' arrangements within the EU are nowhere near as old as the Union. Maybe only since 2000. Prior to that I had to pay VAT on anything from elsewhere in Europe and every country had its own rate at that time also.
