The rules vary by country. You may have to pay it but you can then get a refund from that government by filling out an application, providing, receipts showing the amount paid, and certifying that the goods are being taken out of the country.

I do not know if countries have blanket exemptions for internet sales that would bar a seller from charging the tax to begin with.
