That little shield emblem is now being used by GPI (I think) or whoever the successor company is for Paul-son. It first appeared on the Stones' Gambling Hall issues of Sacramento last year. Some of the new California Paul-son (GPI) releases do NOT have the shield, but it's not a requirement in our state. Future Nevada issues will probably show the mark also.
