I'm slow... I just saw the notice from eBay of the USPS rate increase for this Sunday
They say to make sure you adjust your shipping rates accordingly, but don't give out a new rate chart anywhere I could find.
Best I could come up with is this one that does not reflect the eBay/PayPal discounts:

The most interesting part for most of us is the increase on 1 to 3 ounce first class mail parcels from $2.32 to $2.54

Looks like we need to bump our eBay shipping that we charge by .25 to stay ahead of this. Unless the eBay PayPal folks don't get hit with the same number of cents increase...
