Steve is right

It is "not as described" because eBay tells sellers they have to list all defects in the description. Basically, no defects listed = no defects present. Unless you are willing to take your lumps (i.e., great price even for a defective chip), I would consider requesting the seller cancel/refund, and opening a dispute if the seller does not reach an agreement with you.
