These chips were made for a gaming school in Reno that catered to tourists wanting to learn the casino games. They are listed in TCR in the Non-Casino section at the back. This place operated in the early 1990's. Notice the name is Win Card Palace, and apparently didn't have any relation to the Win Cards operation that sold casinos promotional chips and pocket cards on how the games are played.
I believe there are some corrections and additions that could be made to make the listings a little more accurate. I've only seen 17 chips, not 19 as listed. I believe the green roulette chip is listed twice with the same detailed data and the 1000 chip is listed as both yellow and dark pink. I've never seen the yellow 1000 and think it might be an error in entry. The entry in The Chip Guide also shows only 17 chips as well.
The chips are all by Chipco and the listing shows NONE for all the inserts. Of course Chipcos don't make these chips with actual inserts, but many do have printed edge markings. The nine roulette chips do have plain edges so the listing for them is correct. The other eight chips do have printed edge markings of various kinds. I'm not sure it's necessary to describe all the spots, stripes, and wavy lines that Chipco used since these are unlikely to be confused with an other chips. However, the entry for NONE should probably be removed for these eight and replaced with something like Various, or Various Designs.
