I think the explanation you offer doesn't hold water.
Although HRC has a number of chips they offer yearly, It doesn't compare with the amount 4 Queens turns out. If the sun comes out in the morning you can bet there will be a chip from 4 Queens to commemorate it.
The Hard Rock chips are by far more collectable. If 4Q's issued $5 LE chips in quantities of 3500 they would remain in the cage till the end of time.

The fact that one had a list and the other didn't has no bearing on the matter 5 here or there is still 5. just MHO
