Present policy says 5 chips per person. Why not allow new issue services that register with the casino have 20. This would afford individuals a chance to obtain theirs if in line and NIS to at least get a reasonable amount.
If demand exceeds supply on short issues then a lottery system could be used.
NIS would have to wait in line rather than be guranteed chips, their demands could be met and they would have the option of going thru the line more than once if supplies weren't exhausted.
