Ask yourself this, doesn't this undermine the reason for turning them in in the first place?

The idea here is to let the 4 Queens know that we are not happy with their chip distribution policy. By turning in chips in large numbers it may have some impact to let them know how the chip collecting community feels. By private sale it accomplishes nothing.
