Salzburg in Austria.

The Harper's article takes place during the newly
founded Second Empire (1872) of Germany. A lot of
good casino history (current).

The article cannot tell us that many years later
casinos will reopen in 1948, and that new casinos
will be built. The article is also telling
tourists to "do it now" (Summer of 1872) before
it's too late, because in September of that year
casinos will be history.
