For the additional cost added on to "Registered Mail," the piece of mail is not just shipped to an address where it can fall into anyone's hands; but rather to whomever you request upon proper ID and signature.... I've used it many times when requested -- and only once had it failed (carrier wasn't paying attention and cusomer's wife received package ) where charge was refunded.
