Usual process is to open an unpaid buyer process as apart from anything else this means your fees for the sale are refunded. You can close the process earlier rather than wait to the end. Often I find that this prompts the buyer (I have had cases where there have been problems with the buyer's email buy they see the message in their 'my ebay' screens). You could always contact the 2nd highest bidder separately to let them know what is happening and that there is a chance that the item will be available again if the original buyer doesn't come through.
