See this link for all the colors he offered for chips in this mold. Could have been for a roulette game, and most likely for a private individual. He had a series of available hot-stamp image designs in his catalog/brochure. I don't remember what I did with my copies, but they pictured dozens of different designs, and likely one was the horseshoe you show.
