Lyle -- just looked at the image properties and the photo was taken Sept. 10, 2009. I was told that he was re-decorated and place in his current location shortly before the photo was taken. And, yes he was at the State Line casino as your photos indicate. He sure attracts a lot of visitors and photo bugs!
