The reason horse tracks turn into slots operations: horse tracks know people come to the track to bet, not to pet the animals. After all, there are probably no successful horse tracks (or dog tracks, or jai alai parlors) that do not also allow gambling. Give people another place to bet (casinos) and the horse tracks cry "foul." They tend to already have powerful lobbies at the state capitol, so they can easily use their clout to get other forms of gambling at their establishments.
I wonder if Delaware will pretend they don't know what the problem is. Switching machines to state ownership/maintenance tells me they have no idea so far.
