And, as it turned out, the completely random distribution did not have to be adjusted to meet the caveats I established. They were met randomly anyway.

Obviously, with this setup, there will be two winners and two last place finishers. As previously designated, the two winners will send their chips to the two last place finishers (who will not send a chip to anyone). Each of the winners will receive one-half of the remaining 22 chips or 11 each.
