This project started a long way before 2006, that was just the date when the first 'materials' were pooled in one place.
FWIW, the Club had an opportunity to be involved in this at the time but couldn't comply (and still couldn't) with what was needed.
It is a totally different emphasis to MOGH though, both are necessary.
