Possibly not a change the way you might want. The way one newer site works is the buyer pays the company, who holds that payment until the buyer confirms delivery and then releases that payment to the seller. This effectively reduces many incomplete transaction problems, whether it's buyer not paying or seller not delivering.

The middle man handles both sides.

Might not be an eBay issue at all, but just global expansion of PayPal and it would have more freedom if independent?
