As an example, the Casino starts out with 200 of each color of Roulette chip at the beginning of the day. At the end of the day the chips are counted "inventoried" and any short fall "loss of chips" is noted and the stacks of chips are then replenished to the original amount - 200 chips.
Also if they end up with more than 200 chips then they know some "excess" chips have some how been entered into the game and they have to account for this also.
