I haven't been to Tahoe in a couple of years and when I was there, most people stayed at Harrah's, but I liked playing at Horizon. It was small and manageable after playing at Foxwoods. Best thing is go on line and check them all out. Good luck.
LMK how it went. At Horizon, there was a booth which gave NCVs if you toured a timeshare. It takes an hour. I got five NCV, or ten, I can't remember anymore. Traded all but one for chips.
I also enjoyed a hike up to Fallen Leaf Lake and a ride around the lake to other casinos.
