Can a seller choose not to sell an item to the highest bidder, if the winning bidder has 0 feedback?

If a bidder with 0 feedback wins your auction, can you choose to offer the 2nd highest bidder the item as a "second chance", because their feedback is much better than the auction winner?

Or does there have to be a concrete reason?
