If this has been going on for years... Protect yourself and your family. It truly takes a lot of strength to file charges and get him arrested again. Perhaps even more strength than it will take for him to kick the habit. Once jailed and cleaned up, You or Family or ??? work on him and with him. Let him know that you will help, as long as he stays on the right path. Let him know that if he screws up again, that you will be strong for him and violate him to authorities again, so that he can get cleaned up and start over again, until living drug free finally takes hold. Let him know in no uncertain terms that this is the new cycle of things to be. He will always have your love and support, as will the other members of your family, and protection of the majority of your family will take precedence over his selfish needs.
