I would say any denomination that is a part of the basic unit of currency ( a dollar, peso, franc etc.) Would be a fractional if marked with a cent sign to note it's a part of the base unit. I have some embossed chips with 15, 35, 65, etc., etc.. However, they are not marked with that cent sign so I don't feel they are fractionals.
