Both anchors have the same 'reflection' on the horizontal portion and the line follows the same curve/bend through the hole... and the vertical shading is the same on the right side. Numbering looks like the work of same engraver.

The plaque came from Argentina (nothing rare) and the round came from Uruguay... but these things can get mixed together at shows.
