The only way any dealer will ever use a $10 chip is
1. A customer plays it. If customer wins it is 99 to 1 the dealer will pay with two $5 chips, even if he has $10 chips in the rack.
2. If there are no $5 in the rack, such as the FQ's $10 limit Pai Gow, then they will use them. I have seen many times a player would bring a stack of red to the PG table and lose them. The dealer would work out of the $5 as long as he could.
Casino dealers are not trained to use $10 chips. It is un-natural to them.
Poker rooms are a little different. They are trained in 2 chip games, 3 chips games, etc. Does not matter what the denomination is as long as the chips are 1 color and the count is right. For instance a 6 and 12 hold-em game is a 4 chip game. 4 - $3 chips. Most poker dealers will announce the $12 bet as "4 Chips" not $12.
Summation: $10 chips are made for us.
