Gaming came down hard on the Hard Rock, (pun intended) for the sale you described. They did escape a big fine but just barely.
I have serious doubts they will ever try to sell chips over face.
William, to answer your question. If you bought the set for over face, you could only turn it in for face. It was in a CD case and autographed by the designer of the cars on the chips. If the HR had sold the set at face and then offered the case for X $, there would not have been a problem.
I just remembered I have an unusual item. An MGM BJ layout that was an error layout. It is new. The MGM sent it back. Your mentioning the roulette layout reminded me of it. I've had it a couple years.
