At least on the specimen I worked on, glue was not an issue. It's just that the metal was crimped to hold the chip, and you have to "uncrimp" it. You need the chip rigid to pry it out, and anything that would expand the metal would turn the chip limp. Care and patience seems to be the best approach.
I collect NCV chips and I don't seem to recall ever seeing the black and gold chip as just a chip before. In fact, I'm not sure that design was ever a live table chip although TCR has numbered it as if it were.
