Pete, It appears you have a good case that the ICG would not need permission to use the work of C/W. It is unbelieveable that an entity (in this case ICG) could use specific "grading" information for the express purpose of creating a marketable process. I look at the work of all the knowledgable and dedicated chippers mentioned in the 'acknowledgment' section of the C/W book and think it is an abomination that ICG will reap the benefit of all of their collective years of research.
