YES - there are somewhat retired (I guess...)
NO - they usually are NOT available from a teller
They can be "worth more to some" and "nothing to another".
And - for Paul - they can even be recycled and used in novel ways (like those CALIF chips)
~ BUT BOTTOM LINE IS: THEY ARE "current" bank-honored-good-for-different-money pieces.
