Ivory chip Question?

I have an ivory chip that, I have been told by a very knowledgable collector, is a re-dyed chip. The process involves dying the whole chip and then machining the thinnest possible amount of ivory off the design area to reveal a clean middle section. I was told this re-dying could have been done a hundred years ago. My question is....Why weren't the two rings included in the cleaned up area? Is it just too difficult to rework a chip so close to the edge? Is this indeed a real chip? Any thoughts from ivory chip collectors out there?
