Just a guess but they may have reversed the odd and even side of the street when either the Zip code system was implemented or the 911 system later. Many cities adopted a standardized system ( ie all odd numbers are on west or south street-sides or other configuration) to ease the identification of addresses that are not clearly marked. Many address also changed due to this as they began to further identify relative location by make every "city block" numbered by 100's or 1000's So what was once address number #176 followed by a cross road and then address #178 might have become #1176/cross road/ #2002
