“ODD” question. Downtown Vegas street numbers

I am working on some “then and now” graphics of downtown Las Vegas, especially the side streets, and have run into a question. It appears to me that at some point the numbering system of even and odd sides of the street may have flip-flopped.

Take a look at the pictures below. In the 30' and 40's on 1st and 2nd street the even addresses were on the west side of the street and now they are odd numbers.

Maybe this happened the same time the Four Queens ended up with the 202 E Fremont when everything else on that side of Fremont has odd numbers!

If somebody knows the history of this or if I am completely off base on this I'd really appreciate some input.
