Can't roulette chips be "worth" different dollar amounts? Meaning 1 chip can be "worth" $1 each..or $5 each..or $10 each..whatever the agreed upon amount is before playing.

Say someone harvests a roulette chip worth $1 at the time..then comes back a week later and buys in for $10 a chip? This seems like something that would have casino VERY much against harvesting. Even moreso than poker tournament chips which would really hurt the PLAYERS much more than it would hurt the CASINO, financially-speaking..
