Your placard states: Technician Work In Progress (TWIP)

I don't know that these things have a specific name, I just call them Out-of-Service placards or signs.

I have seen a wide variety of such signs, to include sticky tape that reads Out of Order and yellow/black ribbon printed with the word "CAUTION" being used as a barricade, and actual barricade stanchons.

But as for your "TWIP" card, that is the first time I've seen that.
