Your second bullet point is spot on...

walking away with a dollar chip in one's pocket is no big deal; but neglecting to cash in a $25 or $100 chip back in the 50's or 60's would have been a bit more "painful". So, yes...generally speaking, those higher denomination obsolete casino chips are more expensive / valuable than a lower denomination chip because it would follow that there are fewer out there.

There's no real gauge as to whether an obsolete $1 chip is more expensive than a $5 chip from the same place. I would bet that there are more $1 chip collectors than there are $5 chip collectors and that would have an impact on prices. I started out collecting only $5 chips from closed Las Vegas casinos, but some I couldn't afford, others I couldn't find, so I decided to collect whatever denomination I could find and/or afford.

If you're collecting Las Vegas and/or Nevada chips, you really need to get a hold of the latest version of the Chip Rack. It is the most up-to-date & comprehensive guide around for Nevada chips. James Campiglia's US Guide has nice pictures, but so much has changed since it's publication 4 or 5 years ago. And you can always ask here...lotsa smart chip collectors in the ccgtcc and on this BB. grin
