It kind of works both ways.

As an East Coaster who relies on New Issue Service Providers to get new chips, I am in favor of anything that makes it easier for them to get the chips.

On the other hand, If I were someone who lived in Vegas or traveled there frequently I would be somewhat upset if I took the time to go to the casino at the designated release time and was unable to get a chip for my collection while select other people were able to order quantities in advance.

Unfortunately no matter what the casino does there is someone who won't be happy.
