Click on "Fees"

On PayPal's site, click on "fees," and then look at "transferring money"

Outside the US:
Small fee of 0.5% to 2% (depends on destination) when fully funded with bank account or PayPal balance. 3.4% to 3.9% if paying with a credit or debit card.

Remember, PayPal is not a bank (it fought hard to keep itself outside banking regulations). It does not matter whether a recipient has a US bank account - you are being charged a foreign transaction fee no matter what if you send money from your US PayPal account to a recipient outside the country, because you are sending it to the recipient, not to a US bank.

Sellers pay a higher commission to PayPal when we receive payments from overseas, plus we may pay for currency conversion.
