Harley Davidson chips are sold in the dealerships and boutiques and are customized for the location. They have a physical location, just like a casino does. They are definitely advertising chips. But what sets them apart from other advertising chips, is the location. I do not have a location to place Coca-Cola or RCA advertising chips, so they can only fall under Advertising chips on the ChipGuide. But H-D chips do have a location, so they can be included with all the various types of casinos on the ChipGuide. I think collectors would like to be able to find H-D chips by location.
Also consider chips issued by fraternal organizations, like the Elks (BPOE). They are not casinos, but no one seems to have an issue about them on the ChipGuide. And then there are dealer schools and military chips, also not casinos, should they also be segregated from the casinos? And, technically, card rooms are not casinos. Should they go to?
I don't see a clear answer to this issue. Instead, the plan is to provide the ability to let each collector decide for themselves.
Think of it this way. Somehow a non-collector gets a chip. They know nothing about it, other than it says Harley Davidson on it and it was issued in Las Vegas, Nevada. If they look for information about it on the internet, I would like for them to be able to find out that is was not used in a casino, instead it was a souvenir issued by the Harley-Davidson dealer in Las Vegas.
