What is disturbing is that they lied that it it was delivered at 12:22 PM. Rather they merely scanned it as delivered at 12:22 PM at their headquarters I checked my mail box at 3 PM, and it was empty, no delivery was made. I checked again at 4 PM, and it was there.

The main problem with this is that if it were lost or stolen after it was scanned in at 12:22 PM, that would be rock solid court evidence that it was delivered and no successful insurance claim could be made.
