Here in Lakewood, California, they scan it delivered when it is delivered not before. There are so many problems with the USPS that this is just a small one.

Many problems with the "Tracking" system mainly due to employees not doing their job correctly.

Right now I have one that shows it has shipped but has not been picked up, now that's not a good start, but not unusual.
