In my experience, the carrier scans the item as "DELIVERED" when they put it on their truck, not when they put it in your mailbox. I have seen packages I have been expecting marked "DELIVERED" at 10am, and it doesn't hit my mailbox until hours later. Maybe they do it that way to show quicker delivery speeds....
