1. LCI are only licenced to operate either in the UK or at sea.
2. USD denom chips are not legal in the UK.
3. By deduction they are cruise chips.

I think you will find that LCI operate all Cunard casinos.

That was a ship out of Cairo.
As was previously stated they were used on a ship
