From this vantage point, they are not crest and seals. Looks like recessed centers plus the material looks to be part plastic

Years ago there were several AG (with flags) chips that came out in colrs never before seen. I immediately perceived them to be fakes. The centers were put in recently. One of the community's largest Cuban collector fell for it, even after I warned him!
