The seller knows exactly what these chips are. In his responses he is being evasive. If you know what they are and you say you don't, then what do you call that? I call it lying.

Why is the seller lying? To cheat people and make money. If he came out and said that he was selling fantasy chips, no one would pay his minimum bids. At most they would pay a buck or two for a fantasy chip.

There are a lot of attractive fantasy chips out there and I own some of them. When I bought them I knew what they were and that was a major consideration in what I was willing to pay for them, a buck or two. Others may be willing to pay more. But there is no excuse for not saying that these are fantasy chips when you are selling them.
