As far as can be deteremind, BOTH sets (denominated and those with out denominations) were used by the Rural Development Corp. Was is presently unknown, is if the non-denominated chips were used until they could order the denomiated chips, or if they were used for the paddle wheel table.

There should be (but not yet found) a $5 chip for the RDC (unless of course they closed down before the $5 betting limit was approved. There may also be two more non-denominated chips as most offten (but not always) the paddle wheels used 8 (eight) different chips.
