on lots where the starting bid price is way over what the item is worth. I make an offer on what it is worth to me. The seller doesn't have to accept. However, what is bad is when the seller doesn't even have the courtesy to respond even if they don't accept.

Another instance was a lot of five chips. I only needed one of them and made an offer for the one chip. Again, no response either way.
